The Formative Years of a Legal Force
Judge Murphy’s dedication to community advocacy began in his early teens. In 1950s Baltimore, at the age of 14, he spearheaded a significant community action. An incinerator located in Cherry Hill, a predominantly African American neighborhood, was causing a severe public health crisis. Despite initial dismissal by city authorities, young Murphy’s determined organizing efforts led to the incinerator’s closure within a year of his involvement. This early achievement foreshadowed the impactful career of the attorney he was destined to become.
The commitment to fighting for justice is deeply rooted in his family history. His father, William H. Murphy, Sr., was a trailblazer, becoming one of the first African American judges in Baltimore and the state of Maryland. The elder Murphy was a passionate advocate for civil rights and bravely challenged segregation as a test case for integration at the University of Maryland Law School.
“Even as the son of a judge, segregation was an up-close-and-personal thing for me,” Judge Murphy recounts. These early experiences with injustice profoundly shaped his path, driving him to dedicate his life to championing the rights of marginalized communities.
After initially pursuing engineering at the Massachusetts Institute of Technology and working in the aerospace industry, Judge Murphy chose to follow his family’s tradition of public service through law. He returned to Baltimore and enrolled in the University of Maryland School of Law in 1966.
During his time at law school, he distinguished himself as a member of the Law Review and founded the University of Maryland chapter of the Black Law Students Association (BLSA). His leadership in BLSA was pivotal in advocating for and achieving significant admissions targets for increased African American and female enrollment at the university by 1968.
After a successful decade building a thriving legal practice and earning a reputation as a leading attorney, he was elected judge of the Circuit Court for Baltimore City in 1980. He served in this judicial role for three years before returning to his true passion for litigation in 1983, where he has continued to refine his expertise as the quintessential “Murphy Lawyer.”

In 2004, Judge Murphy’s lifetime dedication to the field was recognized with the Charles Hamilton Houston Award for Lifetime Achievement in Litigation.
