With over 25 years of dedicated experience in Environmental law, Andrew Stewart expertly handles issues arising from all major federal and state environmental laws. This includes the Clean Water Act (CWA), Clean Air Act (CAA), the Resource Conservation and Recovery Act (RCRA), and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). He provides counsel and representation to clients across diverse sectors, including oil and gas, chemical manufacturing, life sciences, and vehicle and engine manufacturing. His work encompasses navigating permitting processes, advising on crucial environmental obligations, and vigorously defending clients in government enforcement actions and citizen suits. Andrew Stewart also advises on managing site contamination issues under federal environmental laws and permits, as well as fulfilling reporting mandates under RCRA, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the Emergency Planning and Community Right-to-Know Act (EPCRA), including Toxics Release Inventory reporting. He routinely guides companies in making voluntary disclosures under the U.S. EPA Audit Policy and various state voluntary disclosure programs.
Andrew Stewart’s extensive knowledge is significantly enhanced by his tenure as a senior manager at the EPA. During his time as acting division director in the Office of Civil Enforcement, he spearheaded numerous complex enforcement cases and litigations impacting a wide array of industries, such as oil and gas, chemical manufacturing, agribusiness, and mining. His EPA experience covered cases related to the CWA, CAA, RCRA, and FIFRA, among others. Crucially, he was also responsible for overseeing the EPA’s Audit Policy implementation and resolving numerous disclosures made under this policy. His EPA service further includes his role as a senior attorney in the Water Enforcement Division, where he managed enforcement matters related to the National Pollutant Discharge Elimination System and Spill Prevention, Control, and Countermeasure program regulations, as well as violations of wetlands program requirements.
Beyond his practice, Andrew Stewart actively contributes to the legal community, serving as the vice-chair of the Enforcement and Litigation Committee within the American Bar Association Section of Environment, Energy, and Resources.
